Twin sisters Nguyen Kim Tuyen and Nguyen Ngan Tuyen (b. 1995) stand behind barbed wire at Vietville.  The Vietnamese refugees have been allowed to stay in the Philippines since 1996 without threat of repatriation, but they have limited rights to integrate into Filipino society, including into the economy.  The barbed wire is more a boundary line and less a wall.
