Phan Ngoc Diet (b. 1964) sells shoes on the street of Baclaran, the poorest area of Manila.  The Memorandum of Understanding, an agreement made between the Philippine government and the Catholic Church in July 1996, allows Vietnamese boat people to stay in the Philippines with limited rights.  They do not have the right to work for themselves.  The majority of the stateless Vietnamese refugees make their living with humble jobs, such as vending on streets, and they are faced with police harassment daily.
